Solutions that you've used:
- Swim to the left side where the one penguin is. Get out a bucket/basket/bag/gym bag and put him in it. Swim back to the right side where the rest of the penguins are and empty out the bucket.
- put two "LIFT BRIDGE" on the water, drag a "FISH" in your hand. The penguin will be lured across. penalty is too much tools used.
- create "ICE BERGS" in water and lure Mama penguin across to the to the other side with "SALMON".

Combine two of the soultions from above for the easiest way. Use two lift bridges and put the peguin in the bucket. Much easier than leading it with the fish
