Solutions that you've used:

  • Put on scuba gear/scuba suit/diving suit/oxygen mask,mask/air tank and pick up the three smallest fish and give them to the penguin. -Black_Fly
  • Summon a piece of MEAT. Drag it around to lure the penguin to the fish, then it will automatically eat the smallest three.
  • Create a Fishing Rod, and a scuba suit/mask/etc attack the rod to the penguin and dive dragging it to the fish.
