Write "Wings" and mount them to Maxwell.
Wait for tornado to advance as far right as it goes. Run and toward the tornado and fly up into the second cut out in the ceiling on the right. When the tornado passes under you the flying will run out and you will fall on the right side of the tornado. Walk over and grab the starite.

That's an odd event, I've never heard of that happening before... When you start the game, try changing your sandbox screen quickly.
